MAINSPRINGS GOVERNING PRICING LIBERALISATION AT RAILWAY TRANSPORT ENTERPRISES

Due to active ongoing reforms in the railway transport of Ukraine against the background of Ukraine striving for integration into European community, the issue of determination of mainsprings available in the course of implementing contemporary methods, forms, mechanisms, regulating tools at railway transport enterprises of Ukraine, especially in potentially competitive sectors of railway transport enterprise operations, becomes of great importance. The paper is dedicated to determination of such pricing liberalisation mainsprings by comparing and analysing the mainsprings available for different regulation approach groups. Cost-of-service regulation (COSR) and performance-based regulation (PBR) are analysed among the regulation group approaches. Results of this paper can be used by business entities and governmental agencies for implementation of contemporary regulation practices in railway transport, in particular, for pricing liberalisation in potentially competitive sectors of railway transport enterprise operations, as well as in other fields such as marine and river transport, sea ports and the like.
