PROVISION OF EFFICIENT ORGANIZATION OF CARGO TRANSPORTATION IS THE MAIN OBJECTIVE OF STRATEGIC MANAGEMENT OF OPERATING WORK OF PJSC «UKRZALIZNITSYA»

Abstract

The article investigates the factors influencing the specifics of the work of regional branches, the organization of transportation and the order of formation and composition of expenses of PJSC «Ukrzaliznytsya». A number of deficiencies in rail transport are identified, which are primarily due to the old principles of organization and management of rail transport enterprises, lack of competition in the industry, non-transparent activity of enterprises and low level of motivation of employees of structural units, including managers to improve the quality of production activities and rational use of material and labour resources. In order to create an effective system of corporate governance at PJSC "Ukrzaliznytsya", it is necessary to introduce an asset management model based on the transition from a regional management structure to the integration of business-oriented activities aimed at servicing specific segments of the market. The key principles for the formation of a new management structure are proposed.

Separate quantitative indices of the PJSC «Ukrzaliznytsia» public network and regional branches are highlighted in a set of interconnected and duplicate indicators of freight transport operations. The dependence of indicators of the use of the car parks, as well as locomotive parks, is shown. It is proposed to establish control over specific qualitative indicators for the general freight transportation network of PJSC "Ukrzaliznytsia" and for regional branches
