Abstract

The article provides a comprehensive assessment of the development of Ukraine’s transport infrastructure under martial law and European integration processes. It is substantiated that transport infrastructure is a system-forming element of the national economy, which ensures the territorial integrity of the state, the stability of interregional relations and the functioning of internal and international logistical flows. It is shown that a full-scale war significantly transformed the conditions of its functioning, causing large-scale destruction of infrastructure facilities, disruption of traditional transport routes, an increase in transportation costs and a redistribution of the load between modes of transport. The paper summarizes scientific approaches to interpreting the concept of transport infrastructure and proves the feasibility of combining functional and cost approaches for its evaluation in modern conditions. A SWOT analysis of the development of Ukraine's transport infrastructure was conducted, which allowed identifying its strengths and weaknesses, as well as key opportunities and threats caused by military operations, limited financial resources and security risks. It was established that, despite the significant level of infrastructure deterioration and regional disparities, Ukraine retains strategic potential for modernization of the transport system and deepening integration into the European transport space. Structural changes in international transportation were analyzed, in particular the growing role of road and rail transport against the background of limited functioning of maritime infrastructure. Special attention was paid to the problems of the throughput capacity of border crossings and the technical inconsistency of the transport networks of Ukraine and the EU. It was substantiated that digitalization and the implementation of intelligent transport systems are key factors in increasing the stability, manageability and efficiency of transport infrastructure in crisis and post-war conditions. It is concluded that the development of Ukraine's transport infrastructure should be based on a comprehensive strategic approach that combines restoration, innovative transformation, and harmonization with European standards.
