UKRAINE – GERMANY: TRANSFORMATION OF STRATEGIC PARTNERSHIP IN THE CONTEXT OF REALIZING UKRAINE'S NATIONAL INTERESTS

Abstract

The article examines the transformation of the strategic partnership between Ukraine and the Federal Republic of Germany in the context of the realization of Ukraine's national interests at the current stage of global political, economic and security turbulence. It is emphasized that the intensification of international competition, violation of international law and Russian military aggression have necessitated a rethinking of Ukraine's role in the European space and the definition of its foreign policy priorities. It is substantiated that the partnership with Germany is a key factor in ensuring political stability, energy security, technological modernization and integration of Ukraine into the European economic space. To achieve the set goal, a number of general scientific and special research methods were used, in particular the method of logical abstraction, analysis and synthesis, induction and deduction, economic comparability, and the system-structural method.

Ukrainian-German cooperation and interaction are considered through the provisions of the realist theory of international relations, the liberal paradigm, the constructivist approach to international relations and neo-institutionalism. Based on the analysis of the current formats and directions of Ukrainian-German cooperation, their fragmentary and predominantly reactive nature was revealed, which limits the potential of strategic interaction.

A conceptual model of a new level of partnership is proposed, which is based on the principles of institutional stability, innovative integration, mutual security responsibility and humanitarian solidarity.

It is determined that the proposed conceptual model of strategic interaction has the potential to become the foundation of a new system of Ukrainian-German relations, focused on long-term synergy of political, economic and scientific interests of both states. The results of the study have theoretical and practical significance for the formation of the concept of national security of Ukraine, the improvement of institutional mechanisms of foreign policy and the development of strategic programs of European integration.
