Educational organizations and employers are the main drivers of regional development in the digital economy, responsible for human resources formation, economic performance and quality of life in the regions where Ukrzaliznytsia's regional offices operate. Without pursuing a consistent policy on improving the quality of human capital in Ukraine, there was little chance of firmly occupying the leading positions of the world's largest powers, the situation. It should be noted that in connection with the creation of territorial communities, the economic development of the policy of the regions of the country is getting more attention today, due to the fact that there is a difference in the standard of living of the population of Ukraine in different regions: income level, migration processes, employment , investment climate. Here, it is advisable to provide, in the short term, an effective system of interaction between education and the labor market at the macro and mesores, including the identification and support of talents in the field of mathematics and computer science, training of highly qualified personnel, meeting the new requirements for the basic competencies of the digital economy, the introduction of vocational training programs for retraining digital economy, as well as the implementation of promising educational projects. To do this, it is necessary to ensure the implementation of such mechanisms within the digital personnel concept of JSC “Ukrzaliznytsya” and its regional branches: forecasting the need for personnel by promising and required professions, practically oriented (dual) education, training of engineering personnel for high-tech industries, independent training monitoring graduates' employment.
