THE EVOLUTION OF APPROACHES TO HUMAN RESOURCE MANAGEMENT IN THE TRANSPORTATION INDUSTRY: FROM CLASSICAL CONCEPTS TO STRATEGIC HRM

The article explores the theoretical and methodological foundations of personnel management in transport industry enterprises in the context of modern challenges of digitalization and strategic development of organizations. Based on the systematization of scientific approaches by domestic and foreign researchers, four key directions for interpreting the concept of "personnel management" are identified: classical management, socio-organizational, innovative-technological, and strategic. A comparative analysis of scientific views on the category of "strategy" has been conducted, allowing for the tracing of the evolution of this concept – from a long-term plan for resource allocation to a comprehensive system of management decisions aimed at forming competitive advantages and adapting to changes in the external environment.
Particular attention is paid to the study of the conceptual interdependence between the overall enterprise strategy and the personnel management strategy, which is considered a long-term system of goals, principles, and measures aimed at the effective use of human capital. The industry-specific characteristics of personnel management in transport enterprises are highlighted, particularly the increased safety requirements, irregular work schedules, and the necessity for prompt management decision-making. Emphasis is placed on current trends in the digitalization of HR processes as a factor in enhancing the effectiveness of personnel management in the industry.
